changing jobs

• Sir,
  Have been working with a company in Dubai for 7 years and have resigned under amicable terms to join anothter company in Dubai (in a different industry).
  
  The company I'm moving to is relatively new and thus the work rules are still not very clear to them).
  The current sponsor does not have the policy of giving an NOC as they never request for a ban on the employee
  Kindly advise how best I could receive a work permit in the 2nd company.
