What is the cost of a permit to operate a StarBucks cafe type of business?

  I am a foreigner living in germany who would like to establish a small business in La Costa del Sol.
  
  I have experience on how to set up a business but I don't have a clue about the cost to obtain a permit to operate a business in Spain. What I mean here is what you pay to the Ayuntamiento to give you the OK to start selling.
  
  Any information to get an idea will be very much appreciated,
